The "Wonderful Wizard of Oz" by Frank L. Baum entered the public domain in 1956. Meaning that copyright protections no longer apply, and it is perfectly legal to use material, quotes, characters, and imagery directly from the books without the need for additional permissions.
However, while the original books are all in public domain, creations based off of it are not and are subject to their own copyright. So that is why there are no direct quotes from any subsequent books or movies like the movie (which created the ruby red slippers that were silver in the books), and Wicked the musical (or movies). They are all based off the same source material though, so there is obviously a lot of overlap.
